License & Product Info (QLZARTV and QSZRTVPR) APIs

Tom Liotta has some sample programs that show how to use the 
Retrieve License Information (QLZARTV) and Retrieve Product Information 
(QSZRTVPR) APIs. 
The example includes two commands: RTVOSLVL, which retrieves the current OS level, 
and SHOPRCGRP, which returns the processor group, the product ID of the operating
system, and the current OS version and release numbers.
